AltaLink is seeking a leader to fill a key position within the System Operations Team. Reporting to the Director of System Operations, the Manager, Operational Technology (OT) directs and coordinates the cross-functional technical and engineering efforts in support of the various power transmission system OT associated with communication systems., Energy Management Systems (EMS), SCADA, protection and control, condition monitoring, operations and maintenance and related cyber security operations and compliance. The role will also be directly responsible for leading the Network Communication System group (NetCom) responsible for the design, direction, operations and management, including negotiation and management of associated SLAs and contracts, of AltaLink’s private IP based telecommunication networks, along with AltaLink’s microwave and mobile system throughout its service area.
This role ensures our Information Technology (IT), OT, and Asset Management teams work together and ensure the ongoing safe and reliable operation of our grid while meeting our compliance requirement for Alberta Reliability Standards and ensure appropriate cyber security solutions that support our business needs are implemented.
Candidates must have five or more years of experience managing mission critical technology, You will have experience in evaluating and mitigating operational business system risks through effective planning and coordination with stakeholders, implementing and continuously improving processes and ensuring work is executed efficiently and accurately. Provide strong leadership, direction and support to the Operational Technology group responsible for:
Coordinates cross-functional systems engineering design with Asset Management and Integrated Network Operations and Information Systems.
Defines and leads change management and process improvements required between the teams to establish appropriate governance and operations and maintenance practices for OT at AltaLink.
Utilizes systems engineering principles and techniques to manage and resolve design/construction/support issues related to the various OT that support the operations and maintenance of the transmission facilities.
Oversees and assists with evaluation, selection, design, planning and deployment of new and/or upgraded information technology services and platforms and supporting processes and documentation.
Prepares, reviews, evaluates and manages systems engineering design, specifications and RFI, RFQ, and RFP documents as required.
Overseeing relevant systems procurement and installation contracts. Coordinating and monitoring project activities, assures contractual compliance and negotiates pricing issues in conjunction with Procurement and if acting within their assigned financial authority with contractors as required.
Provides managerial direction in the testing and activation of OT that support the transmission facility systems.
Manages staff (direct and indirect reports) to deliver highly-available systems and LAN/WAN services; oversees troubleshooting and resolution of service problems with relevant managers and engineering staff.
Works closely with other AltaLink managers to coordinate efforts and deliver superior customer service to internal and external customers.
Assure system and security procedures and standards exist and are implemented according to the company's policies.
Contributes to the development of OT strategies.
Participates in departmental budgeting and planning exercises associated with the annual process and monitors expenditures to remain within budget allocations through the year.
Proposes and reviews all OT/IT related hardware, software and telecommunication purchases with management.
Leads and Supports implementation of life-cycle solutions for OT/IT upgrades, Cyber Implementation, CIP ARS/NERC control.
Specific to AltaLink’s private telecommunications network, direct leadership will be provided to a high-performing horizontally integrated team in the design, direction, operations and management, including negotiation and management of associated SLAs and contracts, of AltaLink’s IP networks based telecommunication networks, along with AltaLink’s microwave and mobile system throughout its service area.
Overseeing Telecom Capital upgrade projects, prioritizing and directing large scale technology changes in the telecom network.
Interacting with 3rd party telecom customers to ensure service requirements are met.
Reporting on Telecom network performance.
Overseeing all Local and Wide Area Networking infrastructure for the corporation including both Enterprise and Operations networks.
Establishing relationships with telecom vendors, consultants and suppliers who support the AltaLiink telecom infrastructure.
Managing a budget for telecom services, suppliers and maintenance agreements.
Managing and developing a team of telecom professionals.
Overseeing the architectural security of the telecom network including all firewalls.
Operating and maintaining the corporate voice network.
Computer Science or Engineering Degree, Technical Diploma with systems engineering experience.
Eight or more years proven leadership ability and skills.
Five or more years experience in Industrial Control Systems and/or Information Technology systems.
Proven ability to quickly adapt and lead cross-functional/organizational change with confidence.
Proven ability in building strong relationships between office and field staff.
Demonstrated ability to make decisions using a risk framework with incomplete information and a bias toward action.
Excellent problem solver coupled with a proven ability to lead groups involved in fast paced, high-pressure environments.
Understanding of Alberta Reliability Standards/NERC CIP Compliance.
