System Operations Support (SOS) has a need for a Senior Energy Management System (EMS) Engineer to provide technical support, leadership, and mentoring to a team responsible for the maintenance, monitoring, and improvement of security and integration within the EMS environment. This position will ensure ongoing Critical Infrastructure Protection (CIP) compliance requirements are met, ISO 27001 certification is maintained, adherence to CSC 1-20 Controls are following for the EMS, functional improvements are implemented and upgrades are completed. This position will develop a long term strategy with regards to security and EMS infrastructure, primarily focused within the AltaLink’s control centre’s systems and environments. The position will facilitate the coordination between System Operation’s operational requirements, the ISMS, Internal Audit, AESO, and Compliance with respect to technology integration, security practices and infrastructure. The position will support and propose Capital Replacement and Upgrade (CRU) initiatives to enhance the EMS ensuring it meets AltaLink’s operational requirements. This will include working closely with the Real Time System Analysts (RTSA) throughout the design, construction, operation, maintenance and security of the complete EMS and Supervisory Control and Data Acquisition (SCADA) Industrial Control Systems and other subsystems required to operate and maintain AltaLink’s Transmission System assets. This role will support operational excellence, by assessing and reducing risk, continuing to improve reliability, and optimizing our investments in a coordinated manner.


  • Develop a working knowledge of current reporting for ARS, CIP, ISO 27001, and CSC, regulations and standards and how they apply in the EMS environment.
  • Execute process and procedures to ensure evidence is gathered for adhering to ARS standards including CIP, ensure ISO 27001 evidence is available, and CSC reports are completed.
  • Co-ordinate with the RTSAs to ensure evidence is gathered and organized as a record for compliance, certification, and standards.
  • Review reports for any noncompliance and work with the RTSA’s to investigate the cause, resolve the issues, or mitigate the risk.
  • Work with other team members to understand the EMS system security, applicable standards, and implementation decisions.
  • Accountable for compliance processes related to EMS devices, and related servers and applications.
  • Ensures compliance with CIP, CSC, and ISO 27001 policies and procedures, and become technical support for ongoing sustainment of new controls.
  • Develop deep understanding of the SOS team’s responsibilities, AltaLink’s EMS, technologies used to support the EMS, and standards and best practices.
  • Evaluate the reports and investigate anomalies.
  • Provide technical leadership, direction, and oversight to RTSA’s when reviewing controls for ARS, CIP, ISO, and CSC.
  • Develop and create KPI’s for compliance with cyber security initiatives and EMS performance .
  • Review and update processes and documentation, identify and develop new processes and documentation to support Operational Excellence.
  • Evaluate new requirements and the associated controls to establish methods for adherence, including the development of new processes and procedures.
  • Implement continuous improvement program for the SOS current reporting for CIP, CSC, and ISO processes.
  • Work with SOS Manager, RTSA’s, and System Operations on strategic roadmaps to support future business needs.
  • Lead EMS risk assessments for current and future devices cybersecurity controls.
  • Create business cases for security system upgrades and changes.
  • Provide a vision for the technologies to increase cybersecurity, enhance operational awareness, reduce the burden of security requirements, and improve discipline coordination.
  • Ensure Change Management processes and procedures are understood by the team and followed for each change.
  • Leads solution development of difficult problems which arise related to operations or cyber security.
  • Lead and coordinate testing and pilot deployment of cybersecurity controls for EMS devices.
  • Provide oversight and approval on technical decisions in relation to EMS requirements.
  • Represents EMS change control board meetings, reviews Requests for Change for EMS infrastructure.
  • Escalate potential issues and non-compliance to Management.

  • Qualifications

  • Bachelor’s degree in Telecommunications, networking, or IT Engineering.
  • Professional Engineer designation by APEGA.
  • Minimum 8 years’ experience supporting the infrastructure associated with Industrial Control Systems (ICS).
  • Background in EMS operations, Industrial Control Systems (ICS), Distributed Control Systems (DCS), SCADA, or supporting high availability mission critical systems to meet compliance requirements.
  • Proven ability/experience in the above noted responsibilities.
  • Previous experience ensure compliance through reviewing controls and following process to deliver evidence.
  • Understanding of supporting software functions for monitoring and reporting such as tools like Tripwire, Solarwinds, ERPM, Portnox.
  • Strong knowledge of networks and systems infrastructure including configurations and monitoring of network devices such as routers, firewalls, and switches
  • Good Understanding of Network security breaches and ways to Detect & Control.
  • Understanding of protocols such as TCP/IP, ICCP, DNP.
  • Understanding of methods to evaluate software updates, deploy software patches, and maintenance of software systems in a controlled manner.
  • Knowledge of Windows based OS both Server on Client at an administrator level.
  • Ability to analyze, interpret and evaluate technology applications to solve compliance requirements.
  • Excellent time management and organizational skills, with the ability to manage a wide variety reporting demands simultaneously.
  • Strong analytical and problem solving skills; acts independently to solve problems to meet commitments.
  • Strong interpersonal, communication, written, reporting and graphical presentation skills.
  • Strong knowledge of business process modeling techniques and workflow systems.
  • Advanced level of knowledge for writing reports using a variety of Microsoft products including Excel, Word, Visio, or SharePoint.
  • Strong ability to lead when required and provide guidance to other team members, as well as adapt to different styles of communication.
  • Ability to provide constructive feedback and adopt alternate methods when working in a team to ensure AltaLink’s objectives are met.
